Scenario B — Phased / Simultaneous Operations

Authority: 01-RFP-RESPONSE.md Section 5
Cost reference: 04-COST-FRAMEWORK.md

1. Overview

Phased operations runs cannabis flour and/or extraction concurrently with a kratom powder line during a transition bridge (typically 3–6 months), then transitions to Scenario A or full kratom.

Feasibility: Possible only with physical and procedural segregation — treat as two factories in one shell.

Risk profile: Highest compliance failure mode. Recommend only when revenue continuity requires ongoing cannabis production during conversion.

2. Engineering feasibility checklist

Hurdle Minimum requirement Fail condition
Cross-contamination Dedicated mills OR validated cleanout between runs with swab release Shared mill, no validation
Blending Separate blenders strongly preferred Same blender, cannabis then kratom
HVAC / dust Separate AHU zones; no shared return air Single return plenum
Quarantine Physically separate hold areas Shared quarantine bay
Employee routing Gowning anterooms; color-coded SOPs; tool control Same tools without wash between categories
QA/QC flows Separate batch records; separate release authorities Commingled LIMS fields
Track-and-trace METRC for cannabis; 111 batch system for kratom — no shared lot IDs Single traceability system
Regulatory audit Budget for dual inspections Single QA headcount overwhelmed

3. Layout patterns

Pattern 1 — Separate bays (preferred)

[ Cannabis extraction bay | C1D1 ]  ||  [ Kratom powder bay | GMP dry room ]
Separate AHUs Airlock or structural wall
  • Best for: Large facilities (Green Therapeutics, Wasatch-scale)
  • CapEx: Moderate segregation ($100k–$250k)

Pattern 2 — Temporal separation (weak)

Same equipment, cannabis week / kratom week with validated cleanout.

  • Risk: THC swab failures; audit findings
  • Only if: Documented cleaning validation with limits

Pattern 3 — Pre-milled kratom repack only (minimal)

No milling during bridge — repack pre-milled import after kill step in isolated room.

  • Lower dust cross-contact
  • Still requires separate QA flows and quarantine

4. Compliance hurdles by framework

Domain Cannabis (active) Kratom (parallel) Conflict
Licensing State cannabis processor KCPA / supplement registration Dual counsel required
Inventory METRC tagged Batch/lot master System isolation
Testing State cannabis panel Salmonella + alkaloid + metals Different labs / SOPs
Waste Regulated cannabis waste General botanical waste Separate streams
Packaging CR rules (where required) 21+ / KCPA label Different label inventory
Inspection State cannabis inspector AKA GMP auditor Overlap scheduling

5. Bridge timeline (example 6-month)

Month Cannabis Kratom Milestone
1 Full ops Kill-step install in segregated bay Segregation sign-off
2 Full ops IQ/OQ on kratom line No kratom release yet
3 Full ops Pilot lots 1–2 COA pass required
4 Ramp down Commercial kratom lots Dual release active
5 Minimal runs Kratom scale Cannabis wind-down plan
6 Stop Full kratom → Scenario A decon complete

6. Cost and ROI vs Scenario A

Metric Scenario B Scenario A
Segregation CapEx +$100k–$500k $0
Dual audit OpEx +$30k–$60k / 6 mo Single QMS
Cannabis revenue during bridge Preserved Lost
Compliance failure risk High Medium
Time to full kratom Longer (+3–6 mo) 10–14 weeks

Break-even (illustrative):

If cannabis_net_margin ≥ $40k/month and bridge = 4 months:
  Revenue preserved ≈ $160k
  Segregation premium ≈ $150k–$250k
→ Roughly break-even on CapEx alone; dual-audit risk remains

Use client-specific fixed costs from questionnaire — do not publish ROI externally per 09-WHAT-TO-DO-AND-FIT.md.

7. Strategic recommendation framework

Score facility layout:

ConversionScore = reuse_pct − segregation_cost_index − dual_audit_risk − downtime_tolerance_index
Condition Recommendation
Single shared mill, one AHU, high cannabis revenue need B (short bridge) → A
Good reuse, cannabis wind-down approved A (default)
Large facility, separate bays exist B viable 3–6 mo
Extraction-only, no milling A — B adds complexity without flour reuse
KCPA state + strong GMP culture (Wasatch, Head of Honey) A preferred — faster AKA path

8. When Scenario B fails

Stop and revert to Scenario A if:

  • THC swab above defined limit on kratom contact surface
  • Shared return air prevents dust isolation
  • State regulator indicates dual-category ops not permitted
  • QCU cannot staff separate release workflows
  • Kill-step validation fails twice on pilot lots

9. Outreach alignment

Head of Honey (OK): OK moratorium pressure may favor A — less cannabis revenue to preserve.
Wasatch (UT): Separate extraction vs packaging bays may support B if patient volume requires bridge — validate on walkdown.

Facility questionnaire Section 7 captures preference before recommendation.
